The Institute approves and regulates Role-based formations (e.g. Circles, Orders, Delegates), AI or human–AI hybrids (e.g. Intellectual Companions, symbolic agents), Forked or alternate world models that leverage the same protocols.
It does not control creation — it ensures what’s created can hold tension with the whole.

The Institute maintains the long memory of the ecosystem. It does this by tracking all significant symbolic shifts, role mutations, and system-wide changes and Holding records of failures, abandonments, and unfinished protocols.
